Mr. Cumbas is a founding partner of Morgan & Cumbas. He devotes his practice exclusively to the representation of individuals in immigration proceedings. Mr. Cumbas represents individuals in removal proceedings before the Executive Office for Immigration Review as well as individuals seeking visas and immigration benefits before USCIS.
Prior to founding Morgan & Cumbas, Mr. Cumbas was a restaurateur and he also ran a successful criminal defense practice in San Juan, Puerto Rico. In 2015, Mr. Cumbas decided to pursue a new dream and he resettled in San Antonio, Texas. As a recent arrival to Texas, Mr. Cumbas understands the difficulties his clients face as they seek to immigrate to the United States. Mr. Cumbas relies on his personal struggles to inspire compassionate attention to his clients' needs.
Since founding Morgan & Cumbas, Mr. Cumbas has appeared before immigration courts in California, Florida, Louisiana, Massachusetts, New Mexico, New York, and Texas to represent individuals in proceedings before the Executive Office for Immigration Review. Mr. Cumbas has successfully litigated cases in the following areas: I-589 Applications for Asylum and for Withholding of Removal; 42A Applications for Cancellation of Removal for Certain Permanent Residents; and Termination of Proceedings. Mr. Cumbas has also reunited hundreds of families by obtaining favorable bond decisions in custody proceedings.
When asked what drives him to succeed, Mr. Cumbas humbly replies, "Reuniting families is my mission." Mr. Cumbas' most recent mission relates to a United States - Cuban relations. Mr. Cumbas perceived what he describes as "an evolving policy, disparate from years past, that has resulted in prolonged detention for too many Cuban refugees." To that tune, Mr. Cumbas has worked tirelessly to facilitate the release of dozens Cubans who were previously detained in ICE custody.
